August Town of Marlborough Update: Housing, Parks, and Development

The Town of Marlborough’s August meetings brought significant updates on housing policy, community programs, and ongoing development projects. Here’s our summary of the meetings of the Town, Zoning, and Planning Boards.

Housing Policy: Accessory Dwelling Units

The Town Board continued work on a proposed zoning law to allow detached Accessory Dwelling Units (ADUs) in R-1 and R-Ag-1 districts. These small, secondary homes would be limited to 900 square feet and two bedrooms. Intended for family housing or long-term rentals, ADUs would not be permitted for short-term rental use.

The law was introduced at the August 11 meeting and reintroduced on August 29 to correct technical language. The law is open for public comments through September and potentially beyond. Infrastructure and Parks

The Highway Department purchased a new plow/dump truck for $252,000. Park improvements remain a priority, with pickleball court construction advancing and plans for a decorative retaining wall to improve safety. Future projects include repaving the park track and addressing the geese population. Work on EV charging stations at the southern end of the Route 9W park is also set to begin, with installation expected to finish by November.

Community Programs and Recreation

The Conservation Advisory Committee reported progress on tree identification markers at Milton Landing Park and proposed a “Recycle, Reuse, Repurpose” Day of Giving for October 12. The Recreation Committee closed out its summer concert series with an event drawing more than 1,000 attendees and is preparing for a Community Youth Fishing Day on September 27.

The Marlboro Free Library will temporarily use the Community Center for Medicare consultations while library construction continues.

Public Safety and Staffing

On August 11, the Town Board appointed Joseph Scacciaferro as a part-time police dispatcher.

Planning Board Activity

The Planning Board considered several projects in August:

  • Barger Properties two-lot subdivision – approved after public hearing.
  • Jerrico Holdings site plan – moved forward for public hearing.
  • Maple Branch Manor – sketch site plan for a short-term rental discussed.
  • Katrina Nason subdivision – held for further review.

Employee Benefits

The Town Board amended its Employee Handbook, updating retiree health insurance provisions. The changes outline coverage rules, Medicare responsibilities, and cost-sharing structures depending on an employee’s hire date.

    The recreation committee accepts cash donations at the concerts. Shouldn’t they be reported?
